UPS Rate Increase 2027: What Changes on December 21 and How to Read the 5.9% Average

By Simpl Fulfillment team
November 5, 2026

Updated November 2026.

UPS raises its published Daily Rates for Ground, Air and International services by an average net 5.9% on December 21, 2026. Whether that is your number depends on which rates you ship on. Everything on this page is at UPS's published list rates: the Daily Rates, the published surcharges and the weekly fuel surcharge. At those rates a light residential package rises by more than the average, because the base rate on a 1 lb Ground parcel goes up about 6% while the residential and delivery-area surcharges go up about 9%; fuel is then charged on both. A 1 lb residential Ground package to zone 5 goes from $20.60 to $22.07 before fuel, a 7.1% increase, or $1.92 more per package once this week's 30.25% fuel surcharge is applied to both figures.

If you ship through Shopify Shipping, a shipping platform, a UPS discount program or a negotiated agreement, your base rates are discounted from list and your percentage will differ. If that agreement is a discount off the Daily Rates, the published surcharge increases and the weekly fuel percentage still reach you unless the agreement discounts those too. UPS's Small Business Rates are a separate program, which UPS says rises 4.5% on the same date and carries a flat 5% fuel surcharge instead of the weekly percentage; the next section has the detail. In the list-rate example below, more than half of the dollar increase is surcharge and fuel rather than base rate.

What changes on December 21

UPS published the 2027 changes in the Important Updates section of its shipping rates page. The items that matter to a brand shipping parcels to consumers:

  • Base rates: Daily Rates for UPS Ground, UPS Air and International services increase an average net 5.9%. UPS's own footnote says the impact "will vary according to your shipping characteristics and the terms of your UPS agreement."
  • Surcharges: residential, delivery area, remote area, additional handling, large package, signature and address-correction charges all rise, most of them by 8% to 10%. The full list is in the 2027 value-added services and other charges preview, and the ones that hit small shippers are in the table below.
  • Additional Handling minimum billable weight rises from 40 lb to 50 lb. In UPS's current service guide that minimum applies to packages that trigger Additional Handling on length, width, length-plus-girth or cubic size, not to weight or packaging triggers, and not to Ground with Freight Pricing; the notice changes the weight, not that scope. A light but oversized box is billed as if it weighed at least 50 lb from December 21.
  • ZIP code lists change for Delivery Area Surcharges and for which ZIP codes sit in which zone. The new lists were not published with the announcement, so a destination that is zone 5 today could be zone 6 in January, or newly inside a delivery-area surcharge.
  • Small Business Rates rise 4.5%, and a flat 5% domestic and international fuel surcharge will apply to all Small Business Rates from the same date, per UPS's Small Business Rates page. UPS describes that program as inclusive of the Delivery Area Surcharge and some other value-added charges, so the surcharge table below is not how it bills; UPS says detailed rate previews come later.
  • A new origin surge fee. On or after December 21, domestic Ground and Ground Saver shipments from "certain ZIP codes" for "Qualified customers" get an additional per-package surcharge. UPS says the fee amounts and origin ZIP codes will be published in early November. The "Surge Fee" PDF currently linked from UPS's page is the separate international Surge Emergency Fee, not this new domestic fee.

FedEx, for comparison, has announced an average 5.9% list-rate increase of its own, effective January 4, 2027. A brand that uses both carriers gets two increases two weeks apart.

Why a residential package at list rates rises more than 5.9%

The 5.9% is an average across every service, weight and zone in the Daily Rate tables. Two things push a list-rate residential package above it, and a third decides how many dollars that turns into.

First, the base-rate increase on light packages is a bit higher than the average. From the 2027 Daily Rates preview and the current 2026 Daily Rates file:

Second, the surcharges rise faster than the base rates, and a consumer brand pays the residential surcharge on almost every order. The domestic charges most likely to appear on a small shipper's invoice:

Additional Handling and Large Package charges step up by zone; the zone 2 figures above are the floor, and zone 7 and beyond cost more (Additional Handling by weight is $63.75 at zone 7 and up from December 21).

Third, fuel is charged on the whole package, and it moves on its own schedule. UPS applies its fuel surcharge to the transportation charge and to a list of accessorial charges that includes the Residential Surcharge, Delivery Area Surcharges, Additional Handling, Large Package and the peak Demand Surcharge. So when the base rate and the residential surcharge both rise on December 21, the fuel charge rises with them even if the fuel percentage stays where it is. The percentage itself is set every Monday from the EIA diesel index for Ground and the Gulf Coast jet fuel index for Air, and UPS changed its fuel tables on November 2, 2026. Its fuel surcharge page shows Domestic Ground at 29.50% for the week of October 26 and 30.25% for the week of November 2, with Domestic Air moving from 33.00% to 34.25%. That weekly movement is separate from the rate increase, and nobody knows what the percentage will be on December 21.

A 1 lb residential package, before and after

Take a 1 lb package shipped UPS Ground to a home address in zone 5, at UPS's published list Daily Rates, with no delivery-area or additional-handling charges. To isolate the December 21 change, the fuel surcharge is held at this week's Domestic Ground rate of 30.25% in both columns; the real December percentage will be whatever UPS posts that week. The table also leaves out the peak Demand Surcharge, which is the same amount on both sides of the date through December 26 and is listed in the next section, and the origin surge fee, which UPS has not published. The totals compare the rate increase; they are not a full December shipping bill.

Before fuel, the increase on this package is 7.1%, not 5.9%, and that part is fixed: it is UPS's published base rate and residential surcharge. Fuel at the same percentage in both columns leaves that percentage where it was; what it changes is the dollars, from $1.47 to $1.92 more per package, because fuel is charged on the extra $1.47 too. If the fuel percentage in December is higher than 30.25%, the total rises further; if diesel falls, it offsets part of the increase. Your own number will differ, but the shape holds: the base rate and the residential surcharge rise, and fuel scales with both.

If that same address sits in a Delivery Area Surcharge ZIP code, add $7.15 instead of $6.55 from December 21, plus fuel on it. On platform or negotiated rates the base row starts lower, so run the same two lines against your own rate sheet. For the per-order math on your whole mix, see how to calculate shipping cost per order.

What matters at small scale, and what doesn't

A few changes do most of the damage for a one-to-three-person brand:

  • Residential and Delivery Area Surcharges. The residential surcharge applies to nearly every direct-to-consumer order; the Delivery Area Surcharge only to addresses in the ZIP codes on UPS's list. Both rise about 9%. In the 1 lb example, the residential surcharge alone is about a third of the subtotal before fuel; add a delivery-area surcharge and the two together come close to the base rate itself.
  • Additional Handling thresholds. The charge itself rises, and the minimum billable weight on dimension-triggered packages goes to 50 lb. A box that is just over UPS's length, width, length-plus-girth or cube triggers can cost $32.75 to $44.00 extra plus fuel per package from December 21, and is billed at no less than 50 lb. Measure the boxes you ship most.
  • The origin surge fee, only if your origin ZIP code is on the list and you count as a "Qualified customer." Read the terms when UPS publishes them in early November; do not assume it applies, and do not assume it doesn't.
  • Peak Demand Surcharges are a separate line and keep running through the increase. Under UPS's current demand surcharge schedule, Ground Residential and Ground Saver packages carry $0.75 per package from November 22 through December 26, 2026, and $0.50 from December 27 through January 16, 2027. Higher-volume shippers have their own tables.

Changes that mostly don't touch a small parcel shipper: hundredweight and Ground with Freight Pricing, international dangerous goods, Delivery Intercept and Alaska and Hawaii remote rates. UPS Ground Saver (the service formerly called SurePost) is not in the Daily Rates preview because it is priced by agreement, so check your own rate sheet or platform for its 2027 numbers; its fuel and demand surcharges are the same ones listed above. If you use it, this Ground Saver explainer covers how the service works.

Dates to put on the calendar

  • November 2, 2026: new Ground, Ground Saver and Air fuel surcharge tables.
  • Early November: UPS says it will publish the origin surge fee amounts and ZIP codes.
  • November 16, 2026: UPS Protected Delivery (a PIN-at-delivery option) launches at $10.70 per shipment.
  • November 22 to December 26, 2026: peak Demand Surcharge on Ground Residential and Ground Saver rises to $0.75 per package.
  • December 21, 2026: the general rate increase and new surcharge amounts take effect; the Additional Handling minimum billable weight on dimension-triggered packages becomes 50 lb.
  • December 27, 2026 to January 16, 2027: Demand Surcharge on Ground Residential and Ground Saver drops to $0.50 per package.
  • January 4, 2027: FedEx's average 5.9% increase takes effect. UPS also discontinues paper Air Shipping Documents and 3 Day Select and Ground Shipping Documents that day; a shipment tendered on one is surcharged $5.00 or $10.00 per package.

The UPS holiday schedule covers the pickup and delivery days around the same window.

What to do before and after December 21

Before the date:

  1. Pull your last 90 days of UPS invoices and total the residential and delivery-area lines separately from the base charges. The larger the share of those two surcharges in your UPS spend, the further your list-rate increase sits above the 5.9% headline, because they rise about 9% against about 6% on light-parcel base rates. Fuel is charged on both, so at the same percentage it changes the dollars, not the percentage.
  2. Measure your top boxes against the Additional Handling dimension triggers. Shaving an inch off one carton can avoid a $32.75-and-up charge that now stacks on every package that trips it.
  3. Re-rate your lightest parcels against USPS Ground Advantage. For packages under a few pounds to a residential address, USPS often wins because it has no residential surcharge. USPS has its own 2027 changes, covered in the USPS price increase guide, and UPS Ground versus USPS Ground Advantage walks through the tradeoffs.
  4. Check the surge fee list when it publishes. If your origin ZIP is on it, the per-package fee changes the math on everything that ships from that address.

After the date:

  1. Re-run a rate quote in your shipping platform or UPS's own tools for your three most common package profiles and compare them to a December quote. The zone and DAS ZIP changes can move a cost even where the rate table didn't.
  2. Read the first January invoice line by line. Compare the base, surcharge and fuel lines against a December invoice separately. In the 1 lb example above the surcharge and fuel lines carry more than half of the dollar increase; your own split depends on your mix.
  3. Reprice or restructure shipping on your store if the increase changes your margin, whether that is a higher free-shipping threshold or a different default service.

If you're reading a 3PL quote instead

A carrier increase doesn't disappear when you outsource fulfillment. A 3PL that passes postage through at cost will pass this through at cost; one that quotes a per-order rate with postage included has to set that rate against the same tables. Either way, ask two questions of any quote: what is in the per-order rate, and how are carrier surcharges billed.

At Simpl, the per-order rate includes postage via UPS, USPS or FedEx, plus up to three picks, packing and packaging. Pricing starts at $7 per order and depends on weight and shipping speed, with a $750 monthly minimum, billed pay-the-difference. Carrier surcharges such as peak-season, residential, oversize and address-correction fees are billed separately per the terms of service, and every fee is disclosed. How postage fits into Simpl's per-order rate has the detail, and the pricing page has the current terms.

We're a 3PL, so we have a stake in the outsourcing question. The UPS figures above come from UPS's own rate tables and don't depend on it.

Frequently Asked Questions

When does the UPS 2027 rate increase take effect?

December 21, 2026, for UPS Daily Rates and most surcharges. FedEx's own average 5.9% increase follows on January 4, 2027.

Does the 5.9% apply to Shopify Shipping, platform or discounted UPS rates?

Not directly. The 5.9% is UPS's average on its published Daily Rates across all services, weights and zones. Platform and negotiated rates are discounted from those tables and change by their own amounts; if yours is a discount off the Daily Rates, the published surcharge increases and the weekly fuel percentage still apply unless the agreement discounts them, so check those lines on your own invoice. UPS's Small Business Rates are a separate program that rises 4.5% on the same date with a flat 5% fuel surcharge.

Does the UPS fuel surcharge change too?

Separately, yes. UPS changed its fuel tables on November 2, 2026, and the percentage still moves every week with diesel and jet fuel prices. Because fuel is charged on the base rate and on surcharges such as the residential surcharge, the December 21 increases raise the fuel line even when the percentage stays the same.

What is the new UPS surge fee?

A per-package surcharge, starting on or after December 21, 2026, on domestic Ground and Ground Saver shipments from certain origin ZIP codes for what UPS calls Qualified customers. UPS says the amounts and the ZIP code list will be published in early November. It is separate from the international Surge Emergency Fee that UPS already publishes.

Does the increase apply to UPS Ground Saver?

Ground Saver, formerly SurePost, is priced by agreement and is not in the Daily Rates preview, so check your own rate sheet or shipping platform for its 2027 rates. It carries the same fuel surcharge and peak demand surcharge as Ground Residential, and it is named in the new origin surge fee.

Will a 3PL pass the UPS increase through to me?

Usually, in one form or another. A 3PL that bills postage at cost passes it straight through, and one that quotes a per-order rate with postage included prices that rate against the same carrier tables. Ask what the per-order rate includes and how carrier surcharges are billed. Simpl's per-order rate includes postage, and carrier surcharges, when they apply, are billed separately per our terms of service.
