Updated November 2026.
FedEx raises its list rates an average of 5.9% on January 4, 2027. That is the number in every headline, and it is not the number a small brand will see. A 1 lb FedEx Home Delivery parcel to zone 5 goes up about 6.7% at list rates once the residential charge is included, and close to 8% once the fuel surcharge is added, because FedEx also replaces its fuel surcharge tables on November 9. The residential charge itself depends on the service: $6.90 per package on Ground and Home Delivery, $7.35 on Express.
When each change lands
FedEx spread the 2027 changes from November to February, and the last holiday demand surcharge ends in between. Here is what lands when. The dates come from FedEx's rate changes page (updated November 2, 2026); the holiday surcharge end date is from its demand surcharge page.
Date | What changes |
|---|---|
November 9, 2026 | New fuel surcharge tables for domestic services |
January 4, 2027 | List rates up 5.9% on average; surcharges and fees change; new Delivery Area Surcharge and Pickup Area Surcharge ZIP lists |
January 17, 2027 | Last day of the holiday demand surcharges |
January 18, 2027 | $25 Paper Document Fee and $5 Paper Air Waybill Fee; Residential Delivery Charge extended to some international shipments |
February 1, 2027 | Zone changes for select U.S. origin-destination ZIP pairs |
UPS moves first: its 2027 daily rates rise an average net 5.9% on December 21, 2026, according to UPS's shipping costs and rates page. Supply Chain Dive notes that 2027 is the fourth year running that FedEx has announced a 5.9% average.
List rates: 5.9% on average, more for light parcels
The 5.9% figure covers FedEx package standard list rates for U.S., U.S. export and U.S. import services, per the FedEx rate changes page. FedEx Ground Economy, Ground Multiweight, International Premium and International Priority DirectDistribution "will increase" with no percentage given, and minimum rates for U.S. and international package services go up too. The rate changes page still links the 2026 retail rate and One Rate files, so there is no 2027 figure to quote for either yet.
An average hides the spread. Put the Ground and Home Delivery table in FedEx's 2027 standard list rates spreadsheet next to the same table in the 2026 spreadsheet and the pattern is clear. Across 1 to 5 lb in zones 2 through 8, the 35 cells rise between 5.9% and 6.7%, averaging 6.5%. Across every weight from 1 to 150 lb, the range is 5.3% to 7.2%, and the heavy weights account for most of the smaller increases. Light parcels rise more than the headline.
Ground / Home Delivery list rate | 2026 | 2027 | Change |
|---|---|---|---|
1 lb, zone 2 | $11.99 | $12.70 | +5.9% |
1 lb, zone 5 | $14.00 | $14.91 | +6.5% |
1 lb, zone 8 | $15.01 | $16.02 | +6.7% |
2 lb, zone 5 | $15.66 | $16.68 | +6.5% |
5 lb, zone 5 | $18.53 | $19.73 | +6.5% |
10 lb, zone 5 | $20.46 | $21.75 | +6.3% |
Ground and Home Delivery share one rate table. Home Delivery then adds the residential charge, which the footnote on each FedEx spreadsheet states as $6.45 per package for 2026 and $6.90 per package for 2027.
The surcharges a small brand actually meets
FedEx's 2027 surcharge and fee changes run to seven pages. Most of it is freight, international and hazardous-materials pricing. These are the lines that hit a domestic ecommerce parcel, all effective January 4, 2027.
Charge (U.S. package services) | 2026 | 2027 | Change |
|---|---|---|---|
Residential Delivery Charge, FedEx Ground and Home Delivery | $6.45 | $6.90 | +7.0% |
Residential Delivery Charge, FedEx Express (overnight, 2Day, Express Saver) | $6.95 | $7.35 | +5.8% |
Delivery Area Surcharge, residential | $6.60 | $7.00 | +6.1% |
Delivery Area Surcharge, extended residential | $8.80 | $9.60 | +9.1% |
Delivery Area Surcharge, remote | $16.75 | $17.75 | +6.0% |
Address Correction | $25.50 | $27.00 | +5.9% |
Signature: adult / direct / indirect | $10.00 / $7.60 / $7.60 | $10.60 / $8.15 / $8.05 | +6.0% / +7.2% / +5.9% |
Declared value, $100.01 to $300 | $4.95 | $5.40 | +9.1% |
Declared value, over $300, per $100 | $1.65 | $1.80 | +9.1% |
Additional Handling, dimension, zone 2 | $29.50 | $31.75 | +7.6% |
Additional Handling, weight, zone 2 | $46.00 | $49.50 | +7.6% |
Additional Handling, packaging, zone 2 | $26.50 | $28.50 | +7.5% |
Oversize Charge, zones 5 to 6 | $320.00 | $345.00 | +7.8% |
The residential line is the easy one to misread. The 2027 surcharge PDF lists two Residential Delivery Charges on page 6: $7.35 for FedEx Express U.S. package services, and $6.90 for FedEx Ground, Home Delivery and International Ground. A brand shipping Ground or Home Delivery pays the $6.90 line. If you see a single $7.35 figure quoted, that is the Express charge, and it applies to FedEx Express services such as overnight, 2Day and Express Saver.
The Delivery Area Surcharge is the one to watch after the residential charge. FedEx also changes the ZIP code lists on January 4, and publishes the 2027 Delivery Area Surcharge ZIP list as a spreadsheet, so a customer ZIP that was clean in 2026 can carry $7.00 or $9.60 in 2027. The declared value and extended-residential lines rise about 9%, well above the headline, and the Additional Handling charges rise about 7% to 7.6% depending on zone. The Oversize Charge rises less evenly: about 5.5% to 5.9% in zones 2 to 4 and 7.6% to 7.8% from zone 5 up; the table shows the zones 5 to 6 row. Both matter if any of your boxes sit near the length and weight triggers. Our dimensional weight calculator helps check a box before it ships.
Fuel: the new tables charge more at the same diesel price
The fuel surcharge is a percentage added on top of the rate, and FedEx changes it before the January increase, on November 9. The Ground and Home Delivery surcharge follows the weekly national on-highway diesel price, and FedEx's fuel surcharge page lists it at 29.25% for November 2 to 8, 2026, with the domestic express package surcharge at 33.25% for the same week.
What changes on November 9 is the table that turns a diesel price into a percentage. On the table effective June 1, 2026, shown on the fuel surcharge page, diesel at $6.07 to $6.16 a gallon gives a Ground surcharge of 28.50%, rising to 30.00% at $6.61 to $6.70. On the table effective November 9, 2026, the same $6.07 to $6.16 band gives 30.00%, rising to 31.50% at $6.61 to $6.70. Every band FedEx prints on both tables, $6.07 to $6.70 diesel, is 1.5 percentage points higher on the new one, and the domestic express package table moves the same way across its printed $4.46 to $4.81 jet fuel bands, from 32.50% to 34.00% at $4.46 to $4.51. Outside those bands the two tables extend on different rules, so the gap is not the same at every fuel price. This is a comparison of FedEx's two tables within the printed bands, not a forecast of any week's rate; the weekly number still rises and falls with diesel.
The surcharge also applies to more than the base rate. FedEx's fuel surcharge page says the Ground and Home Delivery fuel surcharge is assessed on the net package rate plus the applicable surcharges, and its list includes the Residential Delivery Charge, Delivery Area Surcharge, Additional Handling, Address Correction, Delivery Signature Options, Oversize Charge and the demand surcharges. So the residential, delivery area, additional handling, address correction, signature and oversize increases above are themselves marked up by fuel. Declared value is not on FedEx's list. FedEx notes that the customer agreement is the final authority on how fuel is calculated for an account.
What a 1 lb Home Delivery parcel costs before and after
Put the pieces together for one common parcel: 1 lb, FedEx Home Delivery, zone 5, at list rates, from the 2026 and 2027 FedEx spreadsheets and the fuel tables above.
1 lb Home Delivery, zone 5, list rates | 2026 | 2027 |
|---|---|---|
Base rate | $14.00 | $14.91 |
Residential Delivery Charge | $6.45 | $6.90 |
Subtotal before fuel | $20.45 | $21.81 |
Fuel surcharge at the same diesel price | 29.25% | 30.75% |
Total | $26.43 | $28.52 |
That is a 6.7% increase before fuel and 7.9% with it, against a 5.9% headline. If the address is in a residential delivery area, add the Delivery Area Surcharge ($6.60 in 2026, $7.00 in 2027) and the same parcel goes from about $34.96 to $37.67. A 5 lb parcel to zone 5 comes out about the same way: 6.6% before fuel, 7.8% with it.
Three assumptions sit behind those numbers. They are list rates, not account or platform rates. It is one zone. And the fuel surcharge holds diesel at one price, in the band that produced 29.25% on the old table and gives 30.75% on the new one. If you buy FedEx labels through Shopify Shipping, a shipping platform or a FedEx account discount, your dollar figures come from that agreement and will differ. The lines to check are the same ones: base rate, residential charge, delivery area surcharge and fuel, with fuel applied on top of the rest.
The changes that mostly do not apply to a small shipper
Three items in the announcement sound alarming and mostly are not, for a brand that prints labels from software.
- The $25 Paper Document Fee and the $5 Paper Air Waybill Fee, from January 18. FedEx's rate changes page says the $25 fee applies per shipment when a trade document, meaning customs paperwork, is provided on paper rather than electronically, and the $5 fee applies to U.S. domestic and export shipments started with a manual paper airbill. The two fees have different triggers. A label printed from Shopify, ShipStation or FedEx Ship Manager is not a paper airbill, so the $5 fee does not apply to it. The $25 fee turns on the customs paperwork, not the label: a domestic parcel normally has no trade document, and an international shipment avoids the fee only if the commercial invoice and any other customs paperwork are filed electronically rather than printed and handed to the driver. The fees hit a shipper who still hand-writes airbills or hands over printed trade documents.
- The Residential Delivery Charge on international shipments, from January 18. The same FedEx page says the charge will apply to qualifying international package and express freight shipments to select countries, and to all qualifying international shipments into the U.S. and Canada, with the country list to be published later. It matters if you ship internationally to home addresses; it changes nothing on a domestic label.
- The zone changes on February 1. FedEx says only that it will change the zone classification for select U.S. origin-destination ZIP pairs, with no list and no direction given. Do not assume your lanes get longer. Do re-quote your most common lanes in February, because a lane that priced at zone 4 in January can price at a different zone from February 1.
The dynamic Demand Residential Delivery Charge, which scales with a shipper's weekly volume, also stays out of reach: FedEx's demand surcharge page applies it to customers whose enterprise-level U.S. domestic volume tops 20,000 residential and Ground Economy packages in one of its calculation weeks, and a holiday week's count is scaled up by a quarter to cover the missing operating day. A brand doing hundreds of orders a week is nowhere near it.
The flat peak charge is still running when the increase lands
The January 4 increase arrives in the middle of the last holiday surcharge window. FedEx's demand surcharge page charges $0.50 per package on FedEx Ground residential and Home Delivery shipments from October 26 to November 22, $0.80 from November 23 to December 27, and $0.50 from December 28, 2026 through January 17, 2027. For the first two weeks of January a Home Delivery parcel carries the new base rate, the new $6.90 residential charge, the $0.50 demand charge and fuel on all of it. The demand charge drops off on January 18, the same day the paper fees begin.
Pickup fees, if a FedEx driver comes to you
A brand with a regular FedEx pickup at its own premises pays a weekly fee that rises faster than the rates. Page 7 of the 2027 surcharge PDF moves the five-day Regularly Scheduled Pickup from $35.50 to $38.95 a week (+9.7%), the Residential Pickup Surcharge from $5.95 to $6.50 per stop, the Pickup Area Surcharge from $6.20 to $6.75 per stop, and the Automated Pickup from $19 to $20 a week. Same-day on-call pickup booked online goes from $14.75 to $15.80 per stop on weekdays, and from $21.25 to $22.80 on Saturdays. If a scheduled daily pickup sits idle two or three days a week, the arithmetic for switching to on-call pickup or a drop-off changes in January.
What to do before and after January 4
- Look up your own cell. Open the Ground and Home Delivery sheet of the 2027 list rate spreadsheet, find your most common weight and zone, and compare it with the 2026 number. If you ship on a negotiated or platform rate, these tables are not your prices; ask FedEx or your platform for the 2027 rate card and compare the same weight and zone there.
- Check your customer ZIPs against the 2027 Delivery Area Surcharge list. Export the destination ZIPs from your last few months of orders and match them to FedEx's 2027 DAS spreadsheet. A handful of extended or remote ZIPs can cost more than the rate increase itself.
- Measure your boxes. Additional Handling charges rise about 7% to 7.6% and the Oversize Charge 5.5% to 7.8%, depending on zone, and together they run from $28.50 to $355 per package. Anything near the triggers is worth a smaller box; our guide to dimensional weight pricing explains where the lines sit.
- Decide whether you still need signatures and declared value by default. Both rise 6% to 9%. An $8 to $11 signature on a $30 order is a policy choice, not a cost of shipping.
- Re-quote in February. After the zone reclassification on February 1, run your common lanes again and watch for a zone that moved.
- Compare USPS Ground Advantage on light parcels. Run your most common weight and zone through USPS as well, since the two carriers price light residential parcels differently. Our USPS price increase guide and the explainer on the new USPS fuel surcharge cover what USPS has and has not announced for January 2027, and our comparison of FedEx, UPS and USPS covers when each makes sense.
- If you are weighing a 3PL, ask how carrier surcharges are billed. A quote that reads as one per-order price may or may not include postage, and residential, delivery area and peak surcharges may be passed through, marked up or absorbed. Ask for it in writing before you compare quotes.
If you are new to the service, our support articles on what FedEx Home Delivery is and how long FedEx Ground takes cover the basics, and our guide to estimating shipping cost walks through zones, weight and surcharges from scratch.
If you are comparing 3PL quotes
We are a 3PL, so a note on how we handle this. Simpl's per-order rate includes postage via UPS, USPS or FedEx, plus up to three picks, packing and the packaging the order ships in; pricing starts at $7 per order, and the rate depends on the order's weight and shipping speed. Carrier surcharges such as peak-season, residential, oversize and address-correction charges are billed separately per our terms of service. The details are in our note on whether postage is included and on the pricing page. Whatever 3PL you talk to, the question to settle is the same one as item 7 above: which of these FedEx lines sit inside the quoted rate, and which arrive on the invoice.
